Business Case Development

Sydney Punger heads the training and development group at Satellite Electronics. Satellite's leadership recently decided to change its sales strategy from selling "products" to selling "solutions." To support the new strategy, Sydney's group will need to provide services such as developing and implementing new training for the sales staff. Sydney's boss asks her to prepare a business case to support the hiring of two new employees to help train the staff. Sydney isn't sure this is the best course of action.

Sydney's boss made the common mistake of ignoring a universe of possibilities and thinking about a business case as a means to justify a desired course of action. Instead, Sydney should build a case around how the company can best create and supply new training to the sales staff. By thinking about the opportunity, instead of just one way of approaching it, Sydney is likely to come up with a better recommendation. As part of the process, Sydney should consider multiple alternatives, including remaining with the status quo. It may turn out that Sydney's company would do better by focusing on eliminating current training projects than trying to expand the staff to take on new ones.

In this topic, you'll learn how to build a business case to explore multiple alternatives before making a recommendation to support a particular option. You'll learn how to define the opportunity, identify and analyze alternatives, and present your final recommendation to key stakeholders.

기안서 작성(Business Case Development)

It's the fourth weekend in a row that you've had to work. And it's not just you. All of your direct reports are working overtime as well. There doesn't seem to be an end in sight. You've had it. You can't possibly continue at this pace. You need more resources. It's time to go to the boss. It's time to build a business case for hiring more people...Or is it?

당신은 벌써 4주째 주말에도 쉬지 못하고 일하고 있다. 당신뿐만이 아니라 직원들도 야근의 연속이다. 하지만 이런 생활이 끝날 것 같지가 않아 보인다. 이제는 한계에 도달했다. 계속해서 이렇게 일할 수는 없다. 당신에게는 더 많은 인원이 필요하다. 이제 상사를 찾아갈 시간이다. 이제 직원을 충원하기 위한 기안서를 작성할 때가 되었다. 그렇지 않나? 

Well, the answer is "yes and no." Yes, this is a good situation for developing a business case. But no, your best bet is not to try to immediately justify hiring more staff. In this example, one solution may be to hire additional full-time employees. However, a better solution might be to hire contractors. Or it might be to change the way work is distributed between teams. If you rush to justify hiring new employees and don't consider a universe of options first, you may not make the best business decision. Building a business case can help you avoid this common mistake.

그 답은 ‘맞다’와 ‘아니다’ 두 가지이다. 이것이 기안서 작성이 필요한 상황인 것은 맞다. 하지만 즉각적으로 인원을 충원하는 것이 최선책이 아닐 수 있다. 이 상황에서, 정규직 직원을 추가로 채용하는 것이 하나의 해결책이 될 수 있다. 하지만, 임시로 계약직을 채용하는 것이 더 나은 해결책일 수도 있다. 혹은 팀원들의 업무 배정 방식을 변경할 수도 있을 것이다. 다른 대안을 모두 고려해 보지 않고, 성급하게 직원을 충원하고자 한다면 최선의 비즈니스 결정을 하지 못할 수 있다. 기안서를 작성하는 것은 이러한 일반적인 실수를 피할 수 있도록 도와준다. 

Developing a business case is a process for identifying and considering multiple alternatives before making a well-informed recommendation. If you're thinking that this sounds similar to problem solving - you're right. In many ways, the two processes are the same. To build a business case, you: 

1.    Define the problem or opportunity 
2.    Identify and analyze alternatives, and 
3.    Present your final recommendations to key stakeholders 

기안서 작성은 다양한 대안을 파악하고 고려해 봄으로써 정보에 근거한 추천 안을 만들기 위한 프로세스이다. 문제를 해결하는 것과 비슷하다고 생각했다면 바로 보았다. 기안서 작성과 문제 해결 프로세스는 많은 면에서 유사하다. 기안서를 작성하기 위해서는 다음의 절차를 따라야 한다. 

1. 문제 혹은 기회 정의하기
2. 대안을 파악하고 분석하기
3. 핵심 이해관계자들에게 최선책 제안하기

Let's take a look at the art of developing a business case in practice by exploring each of these steps. In the first step, defining your problem or opportunity, you describe the situation and the business objectives that your proposal will impact. In our example, the issue is that your team cannot complete its responsibilities during normal business hours.

자, 각 단계를 살펴봄으로써 실제로 기안서를 작성하는 방법에 대해 알아보자. 문제 혹은 기회를 정의하는 첫 번째 단계에서는, 당신의 제안이 영향을 미칠 상황과 비즈니스 목표를 설명하게 된다. 위 사례에서, 이슈는 팀원들이 정상적인 업무 시간 내에 자신이 맡은 책임을 완수하지 못하는 것이다. 

Start with an opportunity statement. Ask yourself the question, "How will my group, unit, or company benefit from addressing this issue?" In our example, the answer might be, "Addressing the recent increase in workload will help our group better serve our clients and improve employee morale."

먼저 기회에 대한 문장을 만드는 것에서부터 시작하라. 자신에게 “이 이슈를 해결함으로써 우리 부서/사업부/회사가 어떤 혜택을 얻을 수 있는가?”라고 질문하라. 위 사례에서 그 답은, “최근에 늘어난 업무량을 처리함으로써, 우리 팀이 고객에게 더 나은 서비스를 제공하고, 직원의 사기를 높이는데 도움이 될 것이다”가 될 것이다. 

Once you've written a positive opportunity statement, identify the most relevant business objectives for this case. Then prioritize them, and select three or four to use to analyze your alternatives later in the process. In our example, your business objectives might be increased customer satisfaction, improved employee morale, and the overall cost of each alternative.

긍정적인 기회에 대한 문장을 작성했다면, 가장 적합한 비즈니스 목표를 파악하라. 그리고 우선순위를 정하고, 프로세스 후반부에 대안을 분석하기 위해 이용할 3~4개의 목표를 선택하라. 위의 사례에서, 비즈니스 목표는 고객 만족도 향상, 직원 사기 진작, 그리고 각 대안에 드는 총 비용이 될 것이다. 

With your statement and business objectives in hand, you're now ready for step two of the process - identifying and analyzing alternatives . So you should block out some time in your schedule to sit down and create a list of approaches - right?

기회에 대한 문장을 작성하고 비즈니스 목표를 파악했다면, 두 번째 단계로 넘어가 대안을 파악하고 분석할 준비가 된 것이다. 이제 몇 시간 동안 다른 일은 제쳐두고 대안 목록을 만드는데 전념해야 할 것이다. 그런가? 

Not exactly. If you work alone, you're less likely to develop a comprehensive list of alternatives than if you work with a group. For example, you might have a "limiting" mindset, such as believing that "consultants are expensive and should never be used."

꼭 그런 것은 아니다. 당신 혼자서는 종합적인 대안 목록을 만들어내지 못할 것이다. 예를 들어, 당신은 “컨설턴트는 비용이 많이 들기 때문에 절대로 이용해서는 안 된다”는 믿음과 같이 ‘제한된’ 마음가짐을 가지고 있을 수 있다. 

To avoid this and other common traps, convene a group of stakeholders and ask them to brainstorm ideas with you. Then, choose three or four of these ideas to analyze. Go with your intuition about which choices seem the most feasible and likely to meet your objectives. In our example, your list might include hiring new employees, hiring contractors, and redistributing the workload. Your alternatives should also include the status quo: What will happen if you make no change?

이러한 일반적인 함정에 빠지는 것을 피하기 위해, 여러 이해관계자들을 한 자리에 모아 함께 브레인스토밍을 한다. 그리고 분석할 3~4개의 아이디어를 선택한다. 직관을 이용해 가장 실현 가능성이 높고 목표를 충족시켜 줄 것으로 보이는 안을 선정한다. 위의 사례에서, 대안 목록에는 정규직 직원 채용하기, 계약 직원 채용하기, 업무 재배분하기가 포함되었다. 또한 대안에는 현상유지안, 즉 아무것도 변경하지 않는다면 어떻게 될 것인지가 반드시 포함되어야 한다. 

Next, gather information about each alternative so that you can compare the pros and cons and select the best possible solution. This isn't an exact science, so you'll have to rely on your intuition and best judgment, as well as input from others. Remember to document your rationale so you can explain it to others later.

다음으로, 대안 별 장단점을 비교해 최선의 해결책을 선택하기 위해 각 대안과 관련된 정보를 수집한다. 이것은 과학이 아니기 때문에 당신은 직관과 판단력 그리고 다른 사람들의 의견에 의지해야 한다. 나중에 다른 사람들에게 설명할 수 있도록 어떤 근거로 이러한 선택을 했는지 기록하도록 한다. 

Let's assume that in our example, you gather information, compare alternatives, and decide that hiring new employees is, indeed, the best choice. So you've considered a number of alternatives and have a preferred solution. Now you're ready to go the boss with it - right?

Not quite. Consider your solution preliminary until you've thoroughly examined the alternative you've chosen. Are there any risks associated with it? And will there be any problems implementing it? Returning to our example, one risk you might face is that sales could slip in the typically slower summer months, causing you to run out of work for your full-time employees. One way you might mitigate this risk is to hire employees on a trial basis. This approach would give you the double advantage of seeing if sales continue to increase and also if the employees meet your expectations.

위의 사례로 돌아가 보자. 당신이 처할 수 있는 위험 중의 하나는, 일반적으로 여름에는 매출이 저조하고, 이로 인해 정규직 직원들의 업무량이 줄어들 수 있다는 것이다. 이 위험을 완화시키는 방법 중의 하나는 일정 기간 동안 인턴으로 근무하도록 한 후에 채용을 결정하는 방식으로 계약을 하는 것이다. 이 방법은 매출이 계속해서 증가되는 지와 신규 직원이 당신의 기대수준을 충족시키는가를 살펴볼 수 있도록 해 줄 것이다. 

If you're satisfied that you can mitigate the risks associated with your top choice, it's time to create a high-level implementation plan. Identify how you will achieve your goals and who will be accountable for each major milestone. Spell out when you expect to see benefits. The projections in your implementation plan will help you "sell" your case to decision makers.

자신이 선택한 안과 관련된 위험을 충분히 완화시켰다고 생각된다면, 큰 차원(High-level)의 실행계획을 수립할 때가 되었다. 어떤 방법으로 목표를 달성하고 누가 주요 중간목표를 달성하는 책임을 맡을 것인지를 파악하라. 언제 혜택이 실현될 것으로 기대되는지도 기입한다. 실행계획 속의 전망치는 의사결정권자에게 당신의 기획안을 ‘설득(sell)’하는 것을 도와 줄 것이다. 

Speaking of "selling" your case, now that you've done all this work, it is finally time to go to the boss - right? Yes! You've reached step three in the process, presenting your final recommendation to key stakeholders. To make sure you make a compelling case to your boss and other decision makers, take time to decide exactly what you're going to say and how you're going to say it. Even if you decide (or are required) to submit a written report, consider making a presentation as well.

이제 모든 준비를 마쳤으니 상사에게 갈 시간이다. 그런가? 맞다. 당신은 세 번째 단계인 핵심 이해관계자들에게 최선책을 제안하기에 도달했다. 상사와 의사결정권자에게 호소력 있게 기획안을 제안하기 위해, 시간을 들여 정확하게 무엇을 그리고 어떻게 말할 것인지를 결정하라. 서면으로 기안서를 제출하기로 결정하거나 요구 받았더라도, 프레젠테이션을 하는 것을 고려하라. 

Prepare by thinking about what your audience wants - and what you want them to do. Then consider using the process you followed to develop your case as a framework for your presentation. Start with your opportunity statement. Then briefly outline the three or four alternatives you considered, a summary of costs and benefits, your initial recommendation, and why you chose it. Follow with a presentation of the risks and how you suggest mitigating them, as well as the high-level milestones from your implementation plan. Close with a reiteration of your opportunity statement and how your recommendation will benefit the organization.

보고 받을 사람이 무엇을 원하는지, 당신이 그들에게 무엇을 원하는지에 대해 생각함으로써 준비하라. 그리고 기안서를 작성하기 위해 따랐던 프로세스를 프레젠테이션의 프레임워크로 이용하는 것을 고려하라. 기회에 대한 문장에서부터 시작하라. 그리고 고려한 3~4개의 대안과 관련된 비용과 혜택을 알려주고, 추천안과 왜 그것을 선택했는지에 대해 간략하게 설명하라. 그리고 위험요소와 이것을 어떻게 완화할 것인지, 또한 실행계획에서 큰 차원의 중간목표를 제시한다. 기회에 대한 문장과 자신의 추천 안이 어떻게 조직에 혜택을 줄 것인지에 대해 다시 한번 언급하면서 마무리 한다. 

You may feel tempted to explain every detail of your work. Resist that urge. In presenting your case, you want to deliver a short, focused sales pitch, not a lengthy, detailed lecture. Leave the rich detail for the written business case. But have your backup information with you so that you can show it if anyone asks.

세세한 내용까지 설명하고 싶을 것이다. 하지만 그러한 충동에 저항하라. 프레젠테이션을 할 때에는 길고 세세한 설명을 하기 보다는 짧고 초점 있게 기획 안을 전달해야 한다. 구체적인 내용은 기안서에 담겨 있는 것으로 충분하다. 하지만 누군가 질문할 경우에 대비해 추가 정보를 잘 정리해서 준비해 놓도록 한다. 

Does developing a business case seem like a lot of work? Yes, it does. But is the effort worth it? Absolutely. Developing your business case will not only help you make better decisions, but also sell your solutions to decision makers. And who doesn't want to make better choices and get approval for them?

기안서를 준비하는데 많은 노력이 들 것 같은가? 그렇다. 그만한 노력의 가치가 있겠는가? 물론이다. 기안서는 더 나은 결정을 하고 의사결정권자를 설득할 수 있도록 도와준다. 더 나은 선택을 해서 그것에 대한 승인을 받고 싶어하지 않을 사람이 어디 있겠는가?
